This report outlines 6 recommendations for Cap and Trade legislation for Canada. It must: protect our environment; cover as many emitting activities as possible, promote the creation and retention of good green Canadian jobs; reduce global emissions rather than shift carbon-emitting industries to countries with weaker standards; regulate pollution from the oil sands; and direct cap and trade revenues and allowances domestically to public benefit.
